Peking, July 28, 1909. MY German colleague approached me yesterday on the subject of the telegram sent to the "Times" by Dr. Morrison regarding the railway loan negotiations, and was anxious to know whether I had approved the wording of the message.
I replied that the telegram was sent entirely without my knowledge, and that I only learnt of its dispatch when the substance of Dr. Morrison's statement was published here by Reuter's agency.
